Regulators who approve EFT (electronic payment terminals) are very demanding and do not want their image linked to specific economic activities. These regulators are generally intransigent and do not distinguish between legal and illegal products as long as the notion of the products is closely or remotely linked to an "illicit" activity (e.g. pornographic industry is concerned by the same problem).
